At the 9 February 2007 meeting of the Council for the Australian Federation (CAF), State Premiers and Territory Chief Ministers expressed their expectation that the Prime Minister would make a commitment to the introduction of a national emissions trading scheme following receipt of the Prime Ministerial Emissions Trading Task Group's report in May 2007. The Premiers and Chief Ministers stated that if the Commonwealth refused to commit at that time, the States and Territories would introduce an emissions trading scheme by the end of 2010.

November 2006 - Discussion Paper: Possible Design for a National Greenhouse Gas Emissions Trading Scheme

The Discussion Paper sets out a potential scheme design for comment, including considerations of how impacts on regional areas and trade-exposed, energy-intensive industries can potentially be minimised. This set of information sheets provides brief descriptions of the key aspects of the Discussion Paper and the proposed design of a national emissions trading scheme. The Q&As are intended to answer common questions with respect to emissions trading, the proposed design and the Taskforce’s objectives. - Modelling reports supporting the Discussion Paper

The Taskforce commissioned economic modelling to examine the potential implications of the indicative scheme caps on the electricity sector and the broader Australian economy, and to inform the development of the Discussion Paper. The work undertaken to date is informative, providing a sound indication of the likely order of magnitude impacts. However, this work is only a first step towards understanding the impacts of key design choices such as the scheme cap and coverage. Further modelling, informed by stakeholder feedback, will be undertaken to assist in the development of a scheme design that best maintains Australia's economic growth and prosperity.
